Top U.S. Official on Government Accountability to Be Keynote Speaker at Florida Tech Conference May 18

MELBOURNE, FLA. — The Florida Institute of Technology Activity Based Total Accountability (ABTA) Institute will present the 2009 National Conference on
Innovations in Government Accountability and Performance May 18. The conference will take place at the Hilton Melbourne Beach Oceanfront Hotel, from 8 a.m.
to 5 p.m.

The keynote speaker is the top U. S. official on government accountability, Earl Devaney. Appointed by Vice President Biden, Devaney is chair of the
Recovery Accountability and Transparency Board. His job is to ensure that the money spent under the Recovery Act is maximized with transparency and
accountability to the tax payer. Additionally, Cheryl Whitaker, deputy chief administrative officer for the Government Accountability Office will be a
speaker and panelist. Her panel is “Government Accountability on the federal and Local Level.”

The conference is of interest to professionals and researchers in local, state and federal government, industry, nonprofit organizations and academia. A
fee of $40 covers all sessions and panel discussions, a continental breakfast, lunch and refreshments.

CPAs may refer to the conference Web site to register for the conference and take advantage of the option to attend a CPE morning course making them
eligible for continuing education credits. There is no extra fee for this.

The originator of activity based total accountability is Florida Congressman William J. Posey. He will deliver the conference’s opening remarks. The
conference will also feature as a speaker Lisa Parker, project manager for the Government Accounting Standards Board.

Other panel titles include Policy and Government Accountability, Marriage of Planning, Budgeting and Performance Metrics and Performance Management by
Non-governmental Organizations or Governmental Networks.

The ABTA Institute, under a $752,000 grant from the Florida Department of Education, is creating a system for government oversight. The institute is
collecting and analyzing data to produce consistent reports on how each of the 50 states spends valuable tax dollars in a variety of areas.

Led by Deborah Sater Carstens, associate professor of management information systems, the system is intended to become a major step toward transparency in
government spending.
